"Safely remove" option not shown if an external drive is connected before logging into Ubuntu

If I right-click on the icon of an external hard drive that was already connected to the computer it only shows the option to "unmount", but if I connect the drive after logging into Ubuntu the option to "safely remove" is shown normally.
