Test `Check that required services are running` uses openrc

Bug Description
OSTF test `Check that required services are running` uses openrc file for detection of failed services.
In case of missing openrc or usage another name tests will be failed.
All other tests are using clients for command execution.
It will be better to follow common practice and use novaclient instead of CLI.
