Bug Description

MOS 8.0 MU-2

Steps to reproduce:

Manually:
1. Create the cluster
2. Add 1 node with the controller role
2. Add 1 node with the standalone_rabbitmq role.
4. Add 1 node with the compute and cinder roles
5. Deploy the cluster
6. Upload the StackLight plugins to the master node
7. Install the StackLight plugins
8. Configure the StackLight plugins
9. Add 3 nodes with the StackLight roles
10. Deploy the cluster
11. Check that LMA Toolchain plugins are running
12. Run OSTF

Expected result: environment deployed with all plugins

Actual result:
The deployment of the StackLight plugins fails. The Puppet manifests are not synced.

If sync manually
1 Create on nodes /etc/fuel/plugins/lma_collector-0.10/puppet/ folder
2 Sync from Fuel master node /var/www/nailgun/plugins/lma_collector-0.10/deployment_scripts/puppet/ to /etc/fuel/plugins/lma_collector-0.10/puppet/ on deployed nodes
3 Deploy changes

Deploy is ready but dashboards do not respond (empty page using link from Horizon)
