Sample config generated does not contain insecure option needed for ssl.

@syed: Steps to reproduce:

1) tox -egenconfig
2) look into etc/nova/nova.conf.sample . there is no insecure option in the [cinder] section.

    Add cinder keystone client opts to config reference

    This adds the config reference items to cinder for things like the
    insecure flag, and ca options. This mirrors what we have for services
    like glance and ironic.
