SM:centos:3.1 provisioning a mitaka target fails at database_started with Dependency File[/etc/zookeeper/conf/zoo.cfg] has failures: true

Single NOde setup
3.1 mitaka build 26

1) Reimage with centos 7.1 completed succesfully
2) Provision gets stuck with database_started

With this fix CentOS Mitaka does not completely work as there are resource issues that needs to be fixed. As a WORKAROUND when the nova-scheduler, nova-conductor fails to come up during provisioning, please restart 'mysqld' service for the provisioning to go through
