Bug Description

"AttributeError: 'module' object has no attribute 'UnsupportedPortDeviceOwner'" is seen on gate.
the exception is not defined in neutron-lib.

    Move back to neutron.common.exception for UnsupportedPortDeviceOwner

    The exception UnsupportedPortDeviceOwner is in neutron.common.exceptions,
    not neutron-lib.

    This was not failing because it was not covered by tests.
    But it has been revealed by the recent neutron changes.
