[FWaaS] Rule position testing is insufficient

Bug Description

The FWaaS unit tests around rule position nesting are not working with FWaaS v2, and need to be fixed up. The specific tests that need to be fixed are:

test_show_firewall_rule_with_fw_policy_associated
test_delete_firewall_policy_with_rule
test_update_firewall_policy_reorder_rules

in neutron_fwaas/tests/unit/db/firewall/v2/test_firewall_db_v2.py.

Will need to add more UT for the fwaas v2 plugin - esp around the update scenarios.
