This occurred because of the ucf package you have installed.

ucfr: Attempt from package samba-common to take /etc/samba/smb.conf away from package
ucfr: Aborting.
dpkg: error processing package samba-common (--configure):
subprocess installed post-installation script returned error exit status 4

That message should list the other offending package:
ucfr: Attempt from package samba-common to take /etc/samba/smb.conf away from package <MISSING>

You could take a look what currently owns /etc/samba/smb.conf with "dpkg -S /etc/samba/smb.conf".

Other than that - to continue to help we would need to understand how to reproduce this issue, so for now I can only mark it as incomplete.

unfortunately i cannot replicate the issue because i'm already on a clean installation (had to do one since upgrade to 16.10 didn't go so smoothly). you can mark it as closed if you want, sorry for being so unhelpful.
