Angular feature enablement should be cleaned up

Bug Description

Angular feature enablement has used a few different settings now, with launch instance having its own setting, swift setting via an enabled/ files UPDATE_HORIZON_CONFIG and Images being updated via HORIZON_CONFIG.

We should create a common setting for all features going forward.
