bootstrap-timeout ignored in --config

I have a juju 2.0b15 bootstrap that's hung for about a day now, even though it was given a bootstrap timeout of 1800 seconds (half an hour):

bootstrap is stuck because juju keeps trying to download tools on that node, seemingly forever:
