Bug Description

Container driver does not handle concurrent requests properly. This behaviour could be reproduced by running tempest tests with concurrency greater then one. Concurrency values of 4+ cause test failures.

    Fix concurrency issues in container driver

    Previously container driver failed in concurrent environments
    deleting shares and share servers.
    Fix it by adding shared external lock.
