Duplicate declaration: Ironic_config[conductor/api_url]

Upstream patch is adding an ability to configure conductor/api_url for Ironic. It lead to duplication error because of https://github.com/openstack/fuel-library/blob/master/deployment/puppet/openstack_tasks/manifests/roles/ironic_conductor.pp#L115
Need to fix fuel-library manifests.

    Configure 'conductor/api_url' if its not defined in another place

    It's temporary solution to configure 'conductor/api_url' parameter via
    'ironic_config' provider till it will be implemented in 'ironic::conductor'
    class of puppet-ironic project.

    Remove configuration of 'conductor/api_url' parameter

    Possibility to configure 'conductor/api_url' parameter via
    'ironic_config' provider was removed, it will be implemented
    in 'ironic::conductor' class of puppet-ironic project.
