Bug Description
vRouter kernel mode PPS is lower when dataplane encap is GRE (~400k) as compared to MPLSoUDP/VxLAN encaps for which PPS is 800k.

Closing this bug , on the new servers we able to go around 750kpps on MPLSoGRE with 3 VMs
