Dialog tabs not stacking/wrapping

Bug Description

Just built & installed Inkscape 0.92pre1 15057. I'm using Arch Linux and XFCE.

The minimum size of the dialog pane in this version is too wide, making Inkscape all but unusable on my laptop screen. See attached screenshot for an example. The dialog pane has been shrunk to its minimum width in this and still takes up a large majority of the screen.

Also note how much wider the dialog pane is than it needs to be. I think what is happening is that the dialog tabs down the bottom are neither wrapping nor stacking vertically as they used to. They get lined up in a row and force the dialog pane as wide as it can go until the drawing pane has hit its minimum.

It actually almost looks like the tab pane's height has been calculated to wrap them, note the extra space below them. But then they aren't actually wrapped. That extra space though might just be the dialog pane itself not taking up all the vertical space.
