libpinyin is available in Ubuntu (universe).
[Rationale]
As we are in the process of getting Unity8 to main, libpinyin is one of the required dependencies.

There is no security issues every discovered for libpinyin. The library itself is a conversion engine to compute from input strings to a list of candidate words, security related topics are often only related to wrapping functions or higher-level applications.

Upstream is active, and backed by RedHat.

The commands installed by the -utils package [1] are a little generically named. Seems like it would be easy to conflict with another package. But good enough for now.
