With memcache_servers set users cannot log into UI

Bug Description

I'm using contrail-install-packages_3.0.2.1-4~liberty_all.deb

"memcache_servers" option in contrail-keystone.conf pointing to OpenStack controllers.

When it is set, user with admin role from not-default domain is trying to log into Contrail UI and fails. In UI log I see the request to Contrail-API and the response "Unable to validate the token".

If I comment "memcache_servers" in the config and restart contrail API - user can log in.
