Pinger facade not implemented on controller websocket connection

When connecting via websocket to the controller api endpoint it does not report that it supports the Pinger facade when logging in.

This was tip as of a few days ago, I believe it was reporting beta 15.1.

When I say the controller API endpoint I mean the one without the model UUID in the path.
