[Card sorting] Create a controllers tab

We conducted a card sorting survey and the findings showed that users expect to find the Rack and Region controller and their services in a controllers tab.

Current result:
Given I am in MAAS
When I want to find the Region or Rack controller
Then I find it in Nodes -> Controllers -> [Controller name]

Expected/ correct result:
Given I am in MAAS
When I want to find the Region or Rack controller
Then I find it in a Controllers tab. The controllers are expected to be accessed both from the Networks and Hardware tab.

More information:
In the internal card sorting survey 12/30 participants created a controllers category.
In the external survey the Rack controller was placed by 8/15 in hardware and 4/15 in controllers. The Region controller was placed by 1/15 in hardware, 8/15 in controllers and 4/15 in networks.
