Bug Description

httpd management needs to be removed from pacemaker_resource_restart.sh since as of the ng ha architecture it is no longer a pacemaker managed resource.

there are other resources as well that need to be removed the script since they are no longer managed via pacemaker

    Update pacemaker_resource_restart.sh for new HA arch

    Given the new HA architecture with less pacemaker managed resources, we
    need to update this script to reflect those changes. Without these
    changes, stack-updates using the exact same templates will fail since
    this script is always executed on update.
