nova.conf
section [neutron] has a variable
url = <neutron endpoint>

that can be used instead of the additional

neutron_ooi_endpoint in the default section

Should we modify it? Should we change the this ooi variable to neutron_api_version=v2.0?

nova.conf contains the neutron endpoint with out the API version.
url = http://controller:9696

OOI neutron endpoint needs the API version:
neutron_ooi_endpoint=http://controller:9696/v2.0
