fuelmenu ignores hostname

Detailed bug description:
fuelmenu can't change hostname during the upgrade

Steps to reproduce:
#install 8.0 env by fuel-qa system tests
#make sure master node hostname is 'nailgun'
#deploy cluster (1 controller)
#make and store octane backups

dd if=/dev/zero of=/dev/vda count=9999 ; sync
dockerctl restart nailgun

#install 9.0 :
virsh reset fuel8_9_admin;
virsh change-media fuel8_9_admin sdb --eject;
virsh change-media fuel8_9_admin sdb --insert /home/tester/iso/MirantisOpenStack-9.0.iso

#connect by VNC and wait fuelmenu
#change network settings and hostname: fuel -> nailgun
#continue installation

#add proposed repo and update master node to 9.1

#check astute.yaml
[root@fuel ~]# cat /etc/fuel/astute.yaml | grep HOSTNAME
"HOSTNAME": "nailgun"

#run octane restore <- FAIL

Could you please check, this issue maybe happens because fix for 8.0 not merged yet since February: https://review.openstack.org/#/c/282036/
