[Docs] Obsolete URLs available to users

At the moment, the two different URLs to mos-docs master branch are available.
For example, URLs pointing to the Operations guide:

* New layout https://docs.mirantis.com/openstack/fuel/fuel-master/operations/index.html
* Obsolete layout https://docs.mirantis.com/openstack/fuel/fuel-master/operations.html

We should redirect the user to the documentation with the new layout if they use obsolete URLs.

@Svetlana, please describe why it's critical from your point of view.
According to Infra bugs policy [0]:
> Critical = at least one team is blocked or delivery of a critical feature is blocked, no workaround

Setting to High according to Policy linked in comment#2. No teams blocked, workaround is present.

Change rewrite rule for docs.mirantis.com

The rewrite rule for '/openstack/fuel/fuel-master/operations.html'
is changed to '/openstack/fuel/fuel-master/index.html'.
