can't upgrade from 14.04 to 16.04 LTS

Bug Description

I'm trying to do a do-release-upgrade from a 14.04 system to a 16.04 system, and it tells me can't, because I'd be using on-standard package sources. but I'm not. thus I wonder what's wrong
