Bug Description
It seems to be confusing to print positional arguments after options (aka flags).
For example, help for `add-model` currently states:
"Usage: juju add-model [options] <model name>"
but all examples we provide are:
juju add-model mymodel
juju add-model mymodel --config my-config.yaml --config image-stream=daily
juju add-model mymodel --credential credential_name --config authorized-
juju add-model mymodel --region us-east-1
