live_t/17-lp1579225_new_patron_passwords.t is broken

When bug 1579225 was merged, there was a final perl live test added by gmcharlt that appears to be broken when attempting to run it. The name of the test file is 17-lp1579225_new_patron_passwords.t

Output resulting errors when attempting to run this test can appear like this example from the live test server archives: http://testing.evergreen-ils.org/~live/archive/2016-07/2016-07-19_16:00:01/test.24.html

Fixes should be made to both master and rel_2_10 since the test was applied to that series as well.

Test was broken by the patch for bug 1566016, which removed the SSN ID type.

Test works and make livecheck is happy now with that test (all of them too).

Pushed to master and backported to rel_2_10 for happy perl test.
