Bug Description

Detailed bug description:
Swift logs are not stored in separate files inside /var/log/swift/ - only in /var/log/swift-all.log
Steps to reproduce:
ls -l /var/log/swift/ /var/log/swift-all.log
Expected results:
/var/log/swift/ is not empty
Actual result:
/var/log/swift/ is empty
Description of the environment:
Operation system: Ubuntu 16.04
