Bug Description

This is the 2nd time I repro this bug, it's a dupe of:
https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1611256

Happened again upgrading from Xenial to Yakkety with $ update-manager -cd

Add info: 2 screenshots attached 1.png shows the gconf error, after this happens packages start failing one after another, finally in 2.png messages from the system tells that upgrading was cancelled and it will automatically do $ dpkg --configure -a
