Python packages listed in requirements file that are in the system are not downloaded and installed

Bug Description

When using the python plugin and I use the "requirements" option, packages listed in that file that are already installed in the host system are not downloaded and installed to the snap.

This happens at least for packages that were installed by "pip3 install --user" to my home directory.
I don't know if this also happens for packages installed in the system directories.

Do you have an existing example that triggers this? Is this still occurring with the latest versions of snapraft?
