[gate][ostf] Disable heat tests execution in a ostf gate test

Bug Description
OSTF gate fails after Xenial merge, and there a few reasons for that:
- live migration doesn't work(connectivity to instance fails)
- all tests what are related to HEAT don't work (default memory quotas limits were applied, as result all heat tests can claim the resource and fail with 403 error)
AssertionError: Failed 5 OSTF tests; should fail 0 tests. Names of failed tests:
- Instance live migration (failure) Instance is not reachable by IP. Please refer to OpenStack logs for more details.
- Typical stack actions: create, delete, show details, etc. (error)
- Advanced stack actions: suspend, resume and check (error)
- Check stack rollback (error)
- Update stack actions: inplace, replace and update whole template
Just for unblocking for now we can disable these cases. But issue with live migration and HEAR checks must be created in Critical priority.
