ships de-routed after port destruction (enemy)

Bug Description

It was observed that after the "mother port" (port on main-land) was destroyed by an enemy and re-built afterwards, ships going from the new port were either unresponsive or didn't connect to the destination port (after shipping there, no traffic). Newly built ships after port rebuild would go on route to a target but also not exchange any goods at the destination, coming to a standstill.

This is just to complete the already existing ship routing bugs for an observation that might be useful to trace the bug.

Why b19? This is (likely) not a regression and though it is annoying, so are many bugs that are not targeted for b19. I'd say let's postpone to b20.

This is know problem, has been reported before and I think there are related bugs still opened for this.
But main problem is non-reproducibility and the fact that problem does not survive save/load cycle...

I think ships now has DBG window, so one should get as much information as possible when this happens...
