Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
It looks like this is caused by an unrelated service vpnagentd_init on your system. As far as I can tell, this is not something shipped by Ubuntu.
