[dashboard]Impossible to create new environment when other environment in "Deploy" state

Bug Description
Actually not impossible but very hard
Steps to reproduce:
1 Create non-empty environment and run "Deploy"
2 In Horizon open "Applications > Catalog > Environments" tab. There is one environment in "Deploy" state
3 Press "Create Environment" button
4 Type few symbols into "Environment Name" field
Observed result: page reloads immediately
Expected result: you can enter full environment name and press "Create" button
