Bug Description
After I submitted the merge for 3.20.1-1ubuntu1, I saw that evince's traditional_
"The view and action menus are hidden when the menubar is shown"
And in fact, the original patch does have that feature but this was skipped in at least the xenial version. Someone will need to merge the changes to shell/ev-toolbar.c from that patch to the current patch.

I'm attaching the patch here in case the Evince developers decide to prune old branches.
