I found the problem. Even before installing anything TeX related on 16.04, I ran a company local installer to install some fonts. This put the line `Map 0ts.map` into /etc/texmf/ web2c/updmap. cfg', but the font-installation then stopped due to missing TeX. I removed the line and was then able to re-configure tex-common without problems.
