After upgrade to Gutsy, clock is one hour off (wrong timezone)

Bug Description
Apparently. after upgrading from Feisty to Gutsy, our clocks are off by one hour.
We are in timezone America/Curacao but we got switched back to America/Detroit
The time zone America/Curacao is still available, though.
We only noticed 2 days ago, but we upgraded around 20th october. So, I am not sure if it was the feisty-> gutsy upgrade or some later update.
Anyway, since the adjust date/time is broken too, I can not change it on my machine; on another machine, that had the same time zone problem, adjust date/time works so it's fixed there..

I was running Gutsy since summer, and had no trouble with the clock. It seemed to change from summer time correctly (CEST to CET), but at some point (last week?) it changed back one hour (saying 8:00 instead of 9:00 etc.). Correcting it using date command in terminal or menu from clock applet works, but only temporarily -- it changes back again.
