Maximize and moving window broken on larger display above primary display

Bug Description

If I have a smaller-resolution Primary display and a larger-resolution secondary display above it, maximize does not work (on GTK3 apps, it has no effect, on GTK2 apps the maximize button disappears from the titlebar).

Additionally, Gala or mutter is preventing me from moving the window into the area above the primary monitor and instead only allows me to move it around in the area to the left or right of the primary display.

Confirmed. I'm unable to maximize windows on secondary, bigger monitor and the dragging of windows on the secondary monitor is buggy in this mode (windows snaps to some strange invisible lines)

It's interesting that at the same time if the above, bigger monitor is selected as primary one - everything works as expected. And if the smaller monitor is above of bigger one and is primary - everything works too.
