VM Error state if another PG with similar name exist

Bug Description
If 1 cluster: Create vm at vcenter az default network. Copy network ID to buffer. Create DVS at vSphere with name that contains network ID. Try to deploy VM.
VM will be at ERROR state.
If 2 or more clusters: sometimes redeploys may happens, ports with names on vSphere exists without attachment for a long time. Can't attach interfaces or other bugs.
The problem in Nova PG search algorithm. It may return wrong PG identification.

I suppose to transmit DVS and PG IDs as well as port_key. Path may improve productivity too.
