improper use of etc in metadefs docs, api-ref

Bug Description

OpenStack house style is no Latin, which includes "etc.". Should use "and other resources" instead. Shows up here:

* intro to metadefs: api-ref/source/v2/metadefs-index.rst

* intro to metadefs section of the dev docs: docs/source/metadefs-concepts.rst

    Fix use of etc. in metadefs docs.

    This fixes the usage in the metadefs documentation.
