tempest container broken

Bug Description

It's not possible for me to build the tempest container due to missing dependencies (used ubuntu based on image tag 14.04 as well as openstack tag 3.0.0 for deployment).
I tried to install tempest manually with the same repos I found for ubuntu base docker image, but the error still remains the same:

The following packages have unmet dependencies:
 tempest : Depends: python-tempest (= 2013.2.a1291.g23a1b4f-0ubuntu2) but it is not going to be installed.

Installing python-tempest gives me this error:

The following packages have unmet dependencies:
 python-tempest : Depends: python-sqlalchemy (< 0.9) but 1.0.11+ds1-1ubuntu2~cloud0 is to be installed.

I was not able to install older versions of python-sqlalchemy via pip.

hi,I test under the master kolla branch, Ubuntu tempest build mirror is successful, Ubuntu kolla by default is 16.04
