Bug Description
It's not possible for me to build the tempest container due to missing dependencies (used ubuntu based on image tag 14.04 as well as openstack tag 3.0.0 for deployment).
I tried to install tempest manually with the same repos I found for ubuntu base docker image, but the error still remains the same:

tempest : Depends: python-tempest (= 2013.2.
Installing python-tempest gives me this error:

python-tempest : Depends: python-sqlalchemy (< 0.9) but 1.0.11+
I was not able to install older versions of python-sqlalchemy via pip.

hi，I test under the master kolla branch, Ubuntu tempest build mirror is successful, Ubuntu kolla by default is 16.04
