SM:centosR3.1 build15: provision gets stuck at database_started
1) Added centos image (/root/images/centos71.json)
2) Added the cluster (/root/sm_files/clusterg37_new_param_centos.json)
3) Added the server (/root/sm_files/serverg37_new_param.json)
4) Reimaged the target with centos, reimaged successfully

5) Issued Provision (image used is /cs-shared/github-build/R3.1/15/centos71/kilo/contrail-install-packages-3.1.0.0-15~kilo.el7.centos.noarch.rpm)
6) Provision gets stuck at database_started

server-manager-client upload-image --id centos14kilo15 --version 15 --category package --type contrail-centos-package --file_name /cs-shared/github-build/R3.1/15/centos71/kilo/contrail-install-packages-3.1.0.0-15~kilo.el7.centos.noarch.rpm

server-manager-client upload-image --id centos71upload --version 71 --category image --type redhat --file_name /root/images/CentOS-7-x86_64-Minimal-1503-01.iso --kickstart /root/centos_71.ks

renamed rpm package could have been used to add image to SM. Extract
package name from package itself instead of package filename.
