Add with_first_found to render wsgi-keystone.conf

Sometimes, there is need to render user's custom wsgi-keystone.conf first,
for example, keystone's /v3/auth/tokens should use https protocol when outer
system wants to access it.
if custom configuration doesn't exist, using kolla's default configuration.

    Replace keystone's wsgi config with custom config

    Ansible's template action supports replacing keystone's wsgi default
    config with custom config, it should only add with_first_found param
    to config.yml to support this.
