[UI] Fuel Wizard goes to next tab on Enter even if "Next" button is disabled

Fuel 9.1 #84, also 10.0

Steps to reproduce:
1. Go to Fuel UI
2. Press 'New OpenStack Environment'
3. Fill in any name, go next
4. Deselect QEMU-KVM hypervisor (message 'Please select at least one hypervisor type' should be displayed, 'Next' is disabled)
5. Press 'Enter' on the keyboard

Expected result:
User can not go to the next tab

Actual result:
User goes to the next tab
