magnum-conductor builds with obsolete kubectl version

Seems to be an ugly hack, there's no need to untar as k8s single binaries are available, also version is hardcoded.

    Update kubectl version at magnum-conductor container

    Download kubectl binary instead of download and unpack
    kubernetes.tar.gz with all content inside.
