App killed can't be open anymore from the launcher bar

Bug Description
How it works :
1. Open an app (notice that with photo app, file app and owncloud-sync)
2. Sometime the app are not launchned properly(stay on loading page for a long time)
3. Kill the app from the right swipe menu
4. Try to launch again he app from the launcher bar (suppose that the app is in persistent mode in launcher)
5. The app is not launched anymore
6. You have to in app scope to be able to launch it again
