Thank you for taking the time to report this bug and helping to make Ubuntu better. Please answer these questions:

- What is the resolution of your monitor?
- What resolution does the file /etc/usplash.conf contain?

If the resolution in /etc/usplash.conf is not equal to the resolution of your monitor, please edit this file to set it to the correct resolution, then boot again with splash enabled. Do you see the splash screen now?
To edit /etc/usplash.conf you can use the following command in a terminal window: $ sudo pico /etc/usplash.conf

The monitor resolution is 1280x800 (Amilo 1715 laptop)

/etc/usplash.conf contained 1280x1024, Changing it to 1280x800 does not
cure the problem on bootup but the splash screen now does appear on
shutdown.

Thanks. I missed one command in my previous comment: sudo dpkg-reconfigure usplash
Can you please try one more time with the correct resolution 1280x800 in /etc/usplash.conf. Then run the command sudo dpkg-reconfigure usplash and try a reboot?
