gdebi-gtk crashed with ValueError in update_interface(): could not convert string to float: '0,0000'

Bug Description

Problem when install packages, for example: http://repository.spotify.com/pool/non-free/s/spotify/spotify-client-0.9.17_0.9.17.8.gd06432d.31-1_amd64.deb

In some software install the "Package Installer"/"Instalador de Pacotes" crash and not show friendly information about the problem.

 Only 16.10 Problem, the 16.04 not have this problem.
