Cellular data switch is disabled

Right after update from OTA-11 to OTA-12 cellular data switch is disabled in the system settings.

In the OTA-12 there is quick access to the cellular data switch in the indicators (#1373463), but also is disabled.

Doesn't help:
- reboot;
- on/off flight mode;
- switch 2G/3G/4G;
- operator search.

- just one SIM slot

Oh, may be. I confused by:
"cellular data switch disabled until SIM selected in settings"
But I have no way to select SIM in settings.
And no effect when switching 2G/3G/4G.

It actually looks like a duplicate of bug #1600175, which itself is marked as a duplicate of bug #1598010
