fuel-qa for upgrades does not handle timeout for octane operations

fuel-qa hangs for upgrade jobs [1] and [2]

Steps to reproduce:
 1. Re-trigger the mentioned jobs
 2. Wait until the restore procedure of the Fuel Master node

Expected results:
 This step has been passes.

Actual result:
 Jenkins killed the mentioned jobs after 960 minutes.
