docs setup broken

Bug Description

Your post jobs produces no output in the expected location and thus fails with POST_FAILURE, see:

Also, notice the "ImportError: No module named settings" messages

Also, looking at your docs jobs like https://review.openstack.org/#/c/349239/ - the job does not work. clicking on it should like to the draft documentation - same problem as above, you're not publishing to the standard locatoin.

Please fix the docs setup to follow standard practice.
