Missing indicator icons after first login

Bug Description
This is a fresh install of 16.04.
When the computer first boots, the greeter correctly shows all the indicator icons in the top right (i.e. accessibility, time, power menu). After the first login, then going back to the greeter either by logging out or by switching user, only the accessibility indicator is shown. Most importantly, this means the power menu cannot be used after logging out.
I have this happening on two machines, both with fresh installs of 16.04. One is a desktop machine with an nVidia GPU and the other is a laptop with Intel HD3000 GPU, both show the same problem.
